Homer Electric Association is celebrating after the ceremonial groundbreaking of a new production facility at the H-E-A generation plant. HEA event on Thursday was not just for the traditional kick-off to a construction project, but also, the symbolic beginning to the move towards more locally produced energy---what they call “independent light.” KDLL’s Ben Stanton reports.
